Can anyone point me to documentation for the Seattle experiment?
Years ago I read about an experiment in Seattle where babies were identified as being "at risk" on all the normal criteria. Babies were selected from this group at random, the control group being the rest of the at risk babies.
Significant investment was put into the babies. It was found that before the children reached school leaving age that the investment had already paid off. The children were committing significantly fewer offences and were not being imprisoned the way the control group were.

The Seattle-Denver Income Maintenance Experiment, that was conducted from 1970-1977, and it seems social experiments are continuing in Seattle.
