   A good thought and think overall no.  However, with industries developing and the possibility of buying and selling emissions it could be yes- it becomes a complicated environmental and political matter with as many factors involved as there is

   Well I do not think, that with view to natural sciences HAARP was build to manipulate the weather. The total energy consumption of HAARP is equal to the output of 1,5 nuclear power plants. Although this is pretty much and probably can be used for punctual radiation attacks, it still wouldn´t be enough to control the entire weather. It simply would need much more energy than that.
   
   In addition also look to China and Russia. They are officially manipulating the weather. Certainly both nations already have similiar military terrains than Haarp. But to manipulate the weather both nations use chemicals that they shoot via rockets in the sky. They do not use any electromagnetic radiation for that.
   
   And so it can be doubted that the prurpose of Haarp is to control weather at all times everywhere.

   No The Earthquakes makes those wierd cloud formations - not the clouds making earthquakes.
   
   I remember looking up in the sky at the really high clouds that are made if ice particles. I stared and wondered how it was possible  for wind patterns to create a CROSS-HATCH. I saw this before HAARP even existed, (yeah, I'm a 1/2 century old...)
   
   That's right  - I saw lines of clouds at 90 degrees from each other when I was very young.
   
   20 years later - an earthquake guy is telling me about this and I said - "I saw that!!!!!".   The earthquake guy said that at the right harmonic vibration of the earth  crate a standing wave that give that corss-hatch look, like the surface of the sonic jewelry cleaner.
   
   Wow.
   
   Most earhquakes are not felt.

   Yes i do all of this record breaking catastrophic weather is not natural. I believe hurricane katrina was manipulated for the land which contained oil. People need to realize "them " are a lot more powerful and technically advanced than we think

    Yes i do. There are several HAARP devices around the world.  I think that all of them working together, in addition to chemtrails, are responsible for a lot of the "natural" disasters we have been seeing.
    
    Oh, and for those who say, "I've seen clouds like that before," well of course you have; HAARP uses the existing chemicals and reactions that occur in the atmosphere to do what it does.  It produces everything that we have already seen.  "There is nothing new under the sun."  However, clouds that look like the aurora borealis over China before a huge earthquake is not NORMAL.
    
    Also, to you who say, "I saw ... before HAARP existed," unless you are over 70 you have not.  The US Military has been working on and experimenting with weather and mind control for 70 years.
