When Pesident Obama complains about Congress is he referring to the do-nothing Senate?
Congress is made up of the Senate and the House of Representatives.The Republicans have been in control the House since Jan. 1,2011 The Democrats have controled the Senate since Jan.1,2007. The Senate has yet to produce a 2012 budget that was to be completed in Feb of this year.
He is typically complaining about the Republican members of Congress without being too specific.
