First, we have to establish a democratic process not subverted by statists. Then we have to trust to their instinctive yearning for freedom to draw more people into it.
Good luck on the first part of that. We sure don't have one now, and the whole power structure of the state will go into action against you when you try to do it.
If it was a democratic process. To its credit, it has never claimed to be one. Where does the idea come from then?
