HAARP otherwise known as High Frequency Active Auroral Research Program under the cooperation of the Air Force Research Laboratory and the Office of Naval Research.  This has been the focus of numerous conspiracy theories, but they claim the effects of the instruments used with HAARP are normal, and will have limited or no effects on the climate or inhabitants of the regions but there is the potential claims several conspiracy theorists that this could be used as some sort of a weather weapon, or worse something that can effect aspects of the way people in general think.  Look Up The HAARP CONSPIRACY... It is interesting to note that a Russian company was contracted to perform related work in Malaysia:

"NEWS BRIEF: "Malaysia to Battle Smog With Cyclones", by Chen May Yee, Staff Reporter of the Wall Street Journal, The Wall Street Journal, Thursday, November 13, 1997, page A19.

Yes, HAARP is definitely a bit of a mystery and I find it fascinating.

We know HAARP is real and we know what it basically consists of. But for all the millions of dollars worth of equipment, manpower and research there's very little information available that reveals what all the experimenting and research has come up with.
