Does the North Korean ambassador’s expulsion from Mexico represents a submissive action?

Mexico has just expelled the North Korean ambassador from the country. The ambassador mention that the cause is the submissiveness of Mexico to the USA. There are two facts that we need to bring on for the discussion: 1) Mexico did not have a tense relationship with North Korea; and 2) The Minister of International Relations, does not have any experience in the charge (actually he said he was going to learn how to do it when he received the job).
Is Mexico submissive to the USA?

Virtually every nation is submissive to the USA. This is besides the point. Mexico and the United States do billions and billions of dollars worth of business with each other. North Korea is a threat to that business, and so money talks, bs walks.
