    For direction; the title is a clickbait headline. It appears the bill (not yet law), is about employers tasking employees with confronting shoplifters.

    In this case, those details aren't important, the point is the message (no matter how it is conditioned). The headline is the message to the thieves. And to businesses that are there. Or ones considering going there. Or people considering going there. Or folks already there that are fed up.

      The Great Father in DC will protect us...by not showing up for hours and then letting the thieves off without any real punishment.  This is nothing more than encouraging thieves to continue with their work.

      It's very clear where our society has finally arrived, and many are very pleased with this very mindset.

      Told what to think, and don't question it or you will be tossed out of the group.

      If you want to destroy a powerful nation you do it from within, death by a thousand cuts.

      It seems like a long time ago when the debate was about changing the Boy Scouts to just Scouts.

      It seems like a lifetime ago the debate was about removing the Pledge of Allegiance from schools.

      It seemed silly when they labeled Math as racist.

      We scoffed at the notion when politicians began voicing the idea that looting was reparations.

      Whether you are a billionaire that funds non-profit organizations and Universities and political campaigns that support the most destructive policies, or whether you are a foreign nation that finds ways of doing the same.

      Or if you are a chosen disciple of the World Economic Forum that has been groomed to push the collapse of Nationalism and the idea that the uneducated masses are owed freedoms and liberty.

      This is what destruction from within looks like. 

      CA and NY lead the way in this collapse.

      As an addendum to the point of the OP's message . . .

      It seems "street conditions" is listed as a major contributing factor in decisions to default and abandon 'Flagship' hotel properties in San Fransisco. 'Street conditions' have also been listed as a factor in the loss of office space leasing — which was another of the Hotel's contributing factors.

      Park Hotels & Resorts, an investment company, defaulted on a $725 million San Francisco hotel loan.
