    If your question refers to what in ancient days were individuals who were known as oracles, they were considered individuals who could forsee the future. Today I would call an oracle a psychic. In truth, an oracle is an individual who has the gift of  prophecy. How does this differ from a psychic? There are specific conditions for prophesy. The individual with the gift has no control over what the prophesy is or when it comes. I think such a  person can work at controlling these prophesies but that is just a guess on my part. Another difference with prohesy and future telling, is one does not need to touch, meet, see, the person or circumstance that involves the prophesy. Oftentimes a prophesy may come in a dream or the person may seem to go into a trance while the information is being given. The prophesies are not hit and miss but 100% accurate. There are no questions that are asked and if the "prophet" is told to relay the message, there are details that only the person receiving the  message will know and understand.
    Another difference between the gift of prophecy and future telling is there are usually dire consequences for the "prophet" if the directions regarding the prophesy are not followed to the letter.

    Others may consider an oracle a wise person who gives good counsel.

    The Oracle  of Delphi in Greece was actually a location where the Earth was cracked and so gases were said to be coming out of there.  Virgins were taken their to forsee or go into a trance to tell the future.  A priest or priest was in charge of what virgins attended the Oracle of Delphi.  Maybe later the word oracle became what serendipity28 explains.
