I think it's Western European in origin... akin to brownies, gnomes, goblins, and gremlins.

There are actually stories of the kind of supernatural beings we call "fairies" cross-culturally. The Arab world had the djinn, the Greeks had various nature spirits (nyads, dryads, etc.). The Fair folk themselves come from the Celtic world, and are still honored in Ireland.
