i cut my own bettie page style bangs for years. many people say that cutting hair while the hair is damp is best...but i prefer it dry. separate a good portion of hair at the front of your head (where you want your bangs to start at the top). Then cut that portion of hair that you want to be your bangs straight across your forehead...towards the middle of your forehead...this depends on how long or short you would like your bangs to be. That's it!
