There are a multitude of factors that go into establishing current and future color trends. Generally speaking they are determined through extensive research and analysis of: current events, current pop culture, "underground" pop culture, current political, social, and economic conditions. Color trends are predicted, usually between 6-12 months ahead of season time. Sometimes even 18 months ahead. We must also note that trends run in cycles, generally about every ten years or so. If you notice, you will see a rise in 90's fashions becoming popular once again. BUT, you do not see 90's color themes because our current time most relates to that of the 50's, 60's, and very early 70's. This is why we are seeing an abundance of "flower children", muted tones, and that sense of "fantasy" and "freedom". Hope that answers your question
