Main thing is to have 2 network cards on your lan server , so one can go to your internet connection and the other to a switch to share your internet connection. Unless your trying to setup some sort of mail server or something I cant tell from your question:)
There are many ways to share internet in LAN. I think you can use proxy clients link ccproxy,winproxy etc. These are good proxies, they can give you complete control on user access. You can block specific web,you can configure MAC,Password etc authentications as well.
