I'm not sure what you mean about "folders" - but if you right click on your My Computer icon and select "Manage," you will see a section of the Microsoft Management Console that is brought up dedicated to your local disks, including a partition management area that will show you all the partitions that exist on your local disks.

You cannot add any files to that portion of your My Computer area. The only thing that lists are any hardware drives and partitions that are setup on your computer or on a remote server. Everything is assigned a Letter for the "folder name" and you can put folders and other files in those drives but you cannot right click and hit "new folder" in that area of the computer.
