It depends on how much water it gained, heavy water damage tends to short-circuit the "motherboard" which makes the phone unable to be recovered. If you have informations on a memory card or SIM card they might be usable.
Yes I agree with georgiana85, as long as your SIM card is still working you can still use all the data stored on it on.
