If you're new to building a website, I recommend http://www.intuit.com where you can purchase a domain name & hosting package for about $5 a month. Included in that hosting package is over 2000 website templates. (pre made websites) pick the one you like best and add your own content to it. From basic text to videos, photos & so on. It's a simple drag & drop setup. (very easy to do)

This is the way to go these days & will drive traffic to your site in no time. This is also a great way to get better ranking in the search engines as well. You may also want to create a few profiles on social networks such as twitter & facebook. Linking your new website from these networks helps drive additional traffic as well.
To get visitors do things like bookmark the site on facebook, twitter etc
To get this started I think its best that you share exactly what is your target market that way we can send you to the right source.
