They're different. I think you can't compare these portals.
Facebook helps you to keep in touch with other people, organize meetings with them, share any informations, photos and videos.
Twitter allows you to write and see what other people write. It's not a strict social network.

So in my opinion, these portals gives you different abilities that simply can't be compared.

It depends for personal use facebook is better and if you want to get more traffic then it's good idea to be active on Twitter.
Also many things depends on the strategies you use for these two sites.

If you are thinking about increasing traffic for your site than Twitter is best.

If you are thinking about branding your website than Facebook is best.

twitter is an insult to the human mind. there is so much ignorance on there it isn't even funny. it's all about worshipping celebrities which in itself is rediculous but it also is about people being ignorant in an effort to sound cool to others when it come to the TT's. facebook is about friends and family , the two are completely different .

    Apples vs. Oranges

Facebook is designed to allow you to connect with friends, share pictures, play games, describe what you like/don't like etc...  It is very much a two (or more) way conversation akin to sitting in a cafe with some friends over a cup of coffee.

Twitter is essentially a one way, often self-promoting tool more akin to standing in the middle of a crowd and shouting about something....
