    External USB Disc

    I'm thinking about External USB HDD Disc purchase. What I shall have in mind before it?

    Size and portability.  If you are going to be using it for video files then you at least need 500gb.  Also do not buy one that requires an ac adapter,  Get one that is powered by usb alone.

    Do format (like SATA) has a meaning if the disc is USB powered?
    If I have USB 2.0 can I use the USB 3.0 powered disc?

    Yes it will still work on a USB 2.0 slot if the disc is USB 3.0, it will just down speed itself to a 2.0 speed, so the writing and reading will not be as fast as the specifications. 

    SATA refers to the connection into the computer motherboard, so that won't really matter.  Since it is connected by a USB cord it's technically just a USB hard drive.  You could go with the newest hard drives I believe they're called solid state, but I think it would be a waste of money if you don't have a USB 3.0 slot.
