    How do I block spam robots getting past captcha phrases on contact forms?

    On an html brochure site, not WordPress or Joomla or anything.

    Remove the forms from your site. And don't publish your e-mail address on your site. If you absolutely have to display your e-mail address, create an image with your e-mail address on it.

    Even the practice of substituting the @ with the word at or [at] is being beaten by bots.

    Are you sure it's the spam bots that are getting past the captcha? The spam may not actually come from the captcha or the form but from a DISPLAYED EMAIL ADDRESS on this contact page. The bots are scrapping up your email and storing it because they can identify anything on a webpage with the pattern: StringOfLettersAndOrNumbers@mydomain.tld  as an email address. As Tony advises display email as an image not text.

      There's no displayed email address on the page; the forms are even coming through as if were submitted from elsewhere, because not all the usual form fields are showing up when these spam emails come through - like from which page submitted, for eg.
