Is it okay to promote (the one with payment) post in Facebook?
Facebook launched a feature that would allow us to promote things that we posts (e.g. status, links etc). By "promoting" a post, you pay up some amount, and the post will remain on top of the news feed (meaning, it will not be buried easily by other people's post). Now, will this be in conflict with the Terms and Condition of Hubpages?
I don't believe it would be in any conflict. Why would you feel that would conflict with HP rules?
I think it's okay.
I see it being used by companies or individuals who are trying to reach a target market or by those who have some cause or message they want to get across.

Do you use your Google Plus account to promote your hubs?I have a Google Plus account, but I rarely use it. Do you find that connecting your Google Plus and Hubpages accounts helps bring in traffic?
