Is it allowed to create HubPages group on Facebook to post and promote our hubs?
Yes, I believe that it is. I both created and joined Facebook pages to promote my hubs.
I belong to numerous Facebook groups pertaining to the topics I write about (mainly music and movies) so when I publish a new hub I post the links in each of them. It drums up a small amount of extra traffic and there's always a chance that a group member might "share" the link on their own profiles, exposing it to more eyeballs. Every little bit helps.
