No, people of Papua New Guinea are Melanesian, not Africans or Aborigines. They have found evidence of one of the earliest agricultural societies located on the inland Papua New Guinea plains. See Diamond's book Gun, Germs, and Steel, for more about this.
People of Papua New Guinea are not related to the Guineas in the African continent. Papua New Guineans are Melanesians of the Pacific. I have written a hub to clarify that confusion some months ago. Here's the link:

No, the people are not related.
However, the explorer is the same. It is stated in wikipedia that the explorer that went to Guinea in Africa also came across to the island in the pacific and noticed the similarities in appearance of people and so named the island New Guinea.
