The recent article discussing how ground water pumped out affected gravity distribution planetwide is a reasonable hypothesis - and ironically, not mentioned as a reason as to why oceans might have risen a little.
As to climate change, no, because it stalled since 2000. Hence the name change from global warming to climate change AND 70+ explanations for the "pause".
