Is she anxious? (low tail, ears back, whining) What exactly is your cage training? Are you getting her used to the cage? You need to make her moments passed in the cage positive for her.
First, try not to force her to go into the cage. Try to tame her with a treat so she goes herself in it. Try this several time so she goes in it by herself without you closing the door. Let the cage open all the time so it doesn't seem like a punishment place for her.
To help you train your puppy easier, you can also try the Clicker training. I talk about this in one of my articles. You would click each time she goes in the cage and stay there without trying to get out anxiously.
Also, walks are important so dogs can spend their energy. This will also make them less anxious and more balanced.
