I agree, I don't like it. I hopped a few hubs in the past but I have not rated a hub since the new hub hopper appeared.
Firstly, it does not allow me to hop away from a hub and find another. I don't have expertise in every single subject in the world (even if I am a granny), and there a few subjects that I am not interested in and will not read about. If I cannot get away from a hub I would not rate, then I cannot rate any.
Secondly, I never had any problem in flagging a hub for poor content if I thought it was poorly spun or plain rubbish, whereas I try to give a break to someone whose English is not good, on the basis that i couldn't even begin to write a hub in another language!
Thirdly, I have had a great deal of experience in the past with criterion based interviewing, which this seems to be a version of, and it's not all it's cracked up to be. There is a saying that "not everything that can be counted, counts and not everything that counts can be counted". Don't get me started on this because very often the bean counters will have you count things just because those are the only things that can be measured. This means that IMPORTANT things that may not be as easily measured get left out.
