Why do people join HP just to ask questions and not write hubs?

I see so many people listed, asking questions and they do not have any hubs and their only activity is asking questions.

Maybe they are attracting traffic for their future hubs.

Shyron...Thank you for asking this question.  This situation has concerned me for some time, for valid reason.  There are far more of these individuals who sign on as if intending to be a member, (but never actually do) than you might think. I'm aware of at least 100  and it may be higher than that..
They have no profile whatsoever, no picture and do not contribute at all by publishing hubs. The "problem" with these interlopers is that the vast majority are simply "trolls."  They are stalkers and agitators whose main intent is to attack, argue, disrupt and in short, create chaos & havoc whenever possible. People who get a charge out of doing and saying whatever they choose to inflame, insult and embarrass we writers, and pay no penalty nor punishment from HP....because they are NOT legitimate members!!
I have taken this issue up with HP Team more than once.  Their response is that there's really nothing they can do unless & until "WE" Flag/report them.  Then they can ban them and close out the account they opened.  It's really quite futile Shyron, because of course these nasty a$$holes turn right around and open another and another & keep up their crap.
HP also advised that the very best thing we can do is never ever respond to anything these non-member trolls post.  Totally ignore them.  The idea is that they will stop when they aren't getting reactions or causing trouble.
In short, Shyron.....like so much around HERE, it's another thing we members/writers must tolerate.  And you are correct....some of these trolls have been signed on and popping up here and there for YEARS.
They are "signing on but not actually joining to be an active member to contribute.
Some things never change Shy.  Whatever we do, where ever we go....job, clubs, organizations, schools.....there will ALWAYS be that person or 2 or 3 who exist strictly to be annoying, rude and nasty.  That's life!

Paula, thank you and bless you, I agree with you, and when I think of answering a question I go to the profile of the questioner and if they don't have hubs of if they just joined, I do not interact with them.
I appreciate your answer to my question.

I could be wrong, but I thought it was simply, to be able to comment on hubs.  You can't comment on a hub if you are not a member.  Lot's of content rich sites do this.  In the short time, I've been on here, I have seen many individual (non-writing) accounts/profiles, and none of them seemed malicious nor did they leave comments that were "trolling comments".   I honestly believe some people just enjoy the community and want to interact with others, the writers and read articles.

    That's my 2 cents ●‿●

Thank you SA but I don't see any comments except in the answer section, maybe you get comments from them but I don't see that.
