My hubapges account was under blacklist as each of the submitted hubs require manual review before get publish. May I know if this type of blacklist will ever get remove? Or it will be forever for me? If yes, may I know how it will get remove?
This typically means that the HP moderators have found consistent problems throughout your hubs. If so, you should have received notice of that.
Fix the hubs, and continue to write high quality hubs in the future - eventually the restriction will be lifted and you will be able to publish without review.
