I have special needs sons and wanted to write about the need for amendments to certain laws in relation to special needs. I do have an online petition going and wanted to know if I can include the link in the hub to my petition?
As long as the link is not malicious, you should be fine to write a good quality hub and post the link. Please do not post the link more than twice in your hub, and be sure the hub content is original and not duplicated in large part from another site.
