Okay, this is an oddity...
Yesterday I started a new hub. Then I realized I didn't start it correctly (for the Hubbers competition.) So, I abandoned and deleted the hub. It shows as deleted on my statistics page.
I remember noting that it had a score of 50 when it first showed up on statistics. I thought, "That's odd. A deleted hub with no content has the same score as the initial score for another hub, full of content, links, pics, and vids."
This morning, both hubs -- content rich hub and deleted hub -- have an improved score. Deleted hub = 58, and Content Rich hub = 60.
It also shows that there have been 2 views of the deleted hub.
How is this all possible?
Once you hit the "delete" button, it takes 24 hours for the Hub to actually be deleted.
Until the Hub is actually gone, the site algorithm can look at it, and so can the Hub author/owner.
The views are your own, and when you visit a hub that has a low score, the score will rise. When ever I have deleted a hub, the score has risen before it disappears.

Yesterday I spent some time deleting some of my Hubs that were performing badly is this a good idea as my Hub score seems to have taken a big hit.
