Recently, I encountered so many hubs with graphics only. Is this allowed on HP?
I just looked at a hub that had two sentences and it was basically a few you tube videos. It lacked input from the author and really looked more like something you would find just surfing around the net. Personally do not consider that to be much of a hubpage but they let them publish it so I guess anything goes.
I believe this is called substandard hubs and, while technically allowed, they get very low hubscore.
If you have a question about why a specific hub was moderated you should email us at email@example.com.

Are we allowed to republish our articles elsewhere and keep the original hubs here in the mean time?

I have noticed that when I publish many hubs within a short time, some of them don't get featured. So it made me wonder whether hubpages has a limit on the number of hubs you can publish in a day.
