Does anyone know if our hubs are able to be copied to be put on other sites, like anyone is allowed to copy articles from article directories. eg Ezine Articles? I decided to delete one of my hubs and put the article in Ezine Articles, but I found someone (not a hubber) has copied my article and put it on their website. Now I will not be able to do that, as Ezine will probably accuse me of copying the article.
Articles posted on Ezine are allowed to be copied - that is the purpose of ezinearticles. See the TOS, point 3: http://ezinearticles.com/author-terms-of-service.html
The republisher should include the resource box which includes your bio and any links, but many don't.

If someone has taken your article and not included the resource box contact them and ask them to add it in or remove the article.
No one should copy your hub. Notify the site that has your copied hub on it that the content is infringing and get it removed.
There is one other possibility. Some sites allow articles to be used by others with attribution. Does the other site show any such attribution, or is it just a knock off of your article with another name on it?
Contact the site and ask them to remove the article as it is yours.

this is just my personal opinion on what everyone should do for each of their hubs directly after writing them or at any point in time. Submit them to 3-4 of your favorite social bookmarking websites (takes 2-5 minutes)...
