How did the dog cross the river without getting wet?

   A man takes his dog for a walk. The dog runs freely and eventually is on one side of the river while his owner is on the other side. The dog's owner whistles and his dog returns to him - dry. How did the dog return without getting wet?

      Easy.  The dog qualified for one of Obama's shovel ready projects and received a grant of $21.7 million in order to put 6 union employees to work building a bridge.  Due to local, state and federal regulations it took just a little less than 14 years to complete the job with a $3.9 million cost overrun.  When the dog finally crossed the river the owner had passed away 8 months earlier.  (The bridge has been abandoned for safety reasons.  The dog is current requesting and additional $14 million for repairs.)   Did I get it right???????

   dogs always know where the bridge is. If they don't they cross the river in winter when the water get freezed. LOL. they can use Mark's boat as well

   One of two ways:
   1. The river bed was dry.
   2. Some type of natural or constructed bridge.

   The man walked his dog during the winter; so when the dog was on the other side of the river, and was called back, it returned across the frozen mass of water back to its master.
