Am I disallowed to publish a paper that I published some where else on the web when I wrote the paper?
You can publish it but you will be penalized by HubPages. Which just means your hub score will be lower and you probably won't earn as much from it as you could have. I have a couple of hubs that I had published elsewhere and they hover around 60.

You will get a dupe content warning, but if its your own material you already knew that
It's best to just rewrite a unique version of your original designed exclusively for HubPages. It doesn't take that long once you get the hang of it.
As has been posted, as long as you have the right to use the material there is not a problem. With that said, typically in the world of search engines, duplicate content is ignored.
This means if you took an article about the moon that is currently posted somewhere else online and posted it here, it would likely get ignored by the search engines. So when someone searched for the moon, your hubpage would not come up.
There are exceptions, but it usually works out like this, so you will be best off if you rewrite the content if it is already online somewhere else.
Brad is right - legally, you can re-post your own work here on HubPages but it's not recommended, because it won't perform well.

Like some other contributors in this forum, I've also just had an article suspended for "duplication". This is an article on grammar rewritten from a small section of my own much longer article on EzineArticles. I modified just about every sentence, changed examples, added content, etc....

One of my hubs has duplicate written underneath it. I contacted hubpages saying it should be unique. Will they check it out, and if it is just a conflict of popular terminology remove the duplicate marker. Or will I have to change the content

I know hubpages prohibits writers from having duplicate content. My problem is understanding what that exactly means.
