So ... Google did not approve me for the google adsense program that I applied a week ago.
I read quite a few articles before I really applied for the program, but what I THINK, that may be the reason for the disapproval is that I've only 3 hubs right now (At the time of application, there were only 2 published hubs).
Google communicated the reason with me for the disapproval as "UNDER CONSTRUCTION".
So, here I am seeking guidance and assistance from you people, that what steps should I take in order to get the approval e.g. Publish at least 10 hubs first, get 5 followers, etc etc, and when should I apply again.
Please help me in this regard, I will be highly thankful. (I don't want to get rejected again)

What country do you live in? Google has a mandatory 6-month waiting period for many countries, particularly those in Asia and Africa.
Yes I am from Asia (Pakistan, specifically)
but I got an email of the disapproval by Google adsense Program.

Because of the large number of spammers coming from Asia, Google does not accept anyone in those countries into the AdSense program until they have built and maintained an acceptable web presence for at least six months. That means that you would have to continue writing acceptable content either here at HubPages, or on a blog or other website and wait for a full six months before applying to AdSense.
That still doesn't mean that you're guaranteed acceptance into AdSense though. I know that just recently, one of the hubbers here who had worked pretty hard for six months on his hubs was still rejected.
BTW, I don't know for certain that Pakistan is on that list, but I would think it is.

Er... both. People from Pakistan need to wait for 6 months AT the least before they qualify for adsense, and they also need a lot of high quality content, more so than hubbers from other parts of the world.
If I were you.. I would apply to Amazon and simply concentrate on product review and selling hubs, for 6 months, so you are making money from your writing, and then come back and apply to adsense in 6 months time.
If you can, I would set up a website under your own domain, and a blogger blog as well, while you are at it, to give you the best chance of getting accepted.
But, you may never get an adsense account... it is hard for someone in Pakistan to get one.
Hunbbel your best choice is to work with what you have - which is a highly popular platform that allows you to publish high quality articles and get them out to the internet.
Whilst six months may seem a long wait, you can't change the facts. It is highly unlikely you will get the approval that those before you have sought. Instead utilise the time to write and publish to the best of your ability.
After another six months - reapply and take it from there.
The reason they've rejected you is generic - as in everyone gets something similar when they're told 'no thanks'. Forget what the words 'under construction' mean and concentrate on what you want to do next.
Unfortunately you are fighting an uphill battle against the many many spammers that have spread around the internet (from Asia) and caused the continent a bad name in affilate marketing.
I can undrestand how frustrating that must be for a genuine individual that just wants to explore alternate ways of making extra money online.

But there is no chance. So will go for it
Don't worry so much about HubScore, since it has nothing to do with whether you are accepted to AdSense or not. Just produce quality hubs, abide by HP's TOS and you should be fine.
You can't really expect to make the minimum payout of $100 anyway with only three hubs. So concentrate on building more hubs and make sure they provide quality. Since your hubs will be established by then on the search engines you will only miss out on the first six months of income, but won't take a long-term hit.
Hubscore itself will have no bearing.
Unless a low Hubscore is an indication of duplicate content.
I suggest in the very least: 10 quality hubs, a profile picture, and a thoughtful profile bio. And 6 months membership if you fall into one of the countries that is on the Adsense wait list.
I guess Amazon also got some problems with Asia (Pakistan, specifically)
Because they didn't ship in Pakistan, and some other nearby countries, don't know the reason though =/
I fear a place where amazon doesn't ship its products, wouldn't go really easy for an affiliate marketer.
P.S: But I'll at least apply for the affiliate program to see what happens (Amazon affiliate program was in my list right after the approval for Google adsense)
When you affiliate with Amazon, you're affiliating with the USA program - therefore shipping to American residents. Meaning - that you review products that US citizens will buy - so Asian residents are irrelevant.

I know the technical difference of course, that is the UK thing.
But I think I've read it somewhere, that amazon.com (US) doesn't ship in Pakistan, while the UK one does.

No, it DOES matter. Amazon.co.uk is a different company than Amazon.com . They each run their own affiliate program. Hubpages only integrates with Amazon.com at the moment.
To make the most of hubpages, you have to apply to join the Amazon.com affiliate program.
Asian people are eligible for the Amazon program.
What Frogdropping was saying is that since your hubs will be on the Internet on a .com domain, your readers will most likely be from all over the world -- not just Pakistan. In fact, most of them will probably be from the United States.

I really respect you people for this. Well, I will surely apply for the amazon program, but I am having a feeling that I should apply it after a month or so (means after having a strong hubpages account etc, so that mitigating the chances of being rejected). What do you say?
I will suggest you create a blog at blogger, participate in blogger forum, have about 20 articles there, this would not guarantee you will be accepted but will surely increase your chances. As for hubpages, you should have some more hubs, then apply in 6 months time. In the meantime, you should apply at amazon and write hubs about different products. at least you will be making money in the meantime you wait on adsense!

But when I was wondering yesterday, my mind stuck at one question, that I thought I will ask in the forum tomorrow, that, (as per above suggestions coming from different users) this gist is that I will have to write more articles on hubpages, plus it'll be good if i have my own blog or website, I can sign up with amazon etc, all this fuss to INCREASE THE VISIBILITY AND EVIDENCE ME BEING GENUINE. I understand this. But my question here is if, after completing all the above tasks, I apply from hubpages to become an affiliate to Google Adsense, how will google know that I have an amazon program, I have a website as well, and m a genuine contender on the web?
Means, google will only be able to see my hubpages' progress, nah?

I would have to agree with everyone it's all about location at this point. I applied to AdSense the day I made an account on here, and within three days time I was accepted, with a HubScore of only 70 or so and only two or three hubs.
This is kind of an injustice to me lol. Just joking.
You got lucky, and I became a victim of the bad deeds of many of the people of my continent.

Better to make blogger blog and post 1 article per week until 6 months so that you can apply again from blogspot url. In the meantime here at hubpages start working on amazon.

I don't think so. Google owns blogspot so you will not find any difficulty in getting acceptance from there. You have to abide by their rules. Search this forum you will notice some threads or hubbers advocates using google blogspot for getting adsense account.

Yes many people from asia have to wait 6 months before they can apply to adsense. However it generally takes people about 6 months to get going anyway, just start working on building up your sites and your traffic and you will start earnign as soon as you are accepted in to adsense!

Well I can assure you that if you have good hubs, generating good traffic, and a blogger account you will certainly get approved after six months. Try writing for other sites too and bet the back links it certainly helps.
I am in touch with people who have the same issues and this has worked for many of us!

I could be wrong, but it sounds like they want more than five pages that are 11 days old or less. I also know that they require from applicants from some Asian countries (don't know if it applies to Malaysia or not) to have a web presence for at least six months before applying. Someone else here...

After writing on Hubpages for 7 months I finally got Google Adsense approval after applying for it every time I wrote a Hub. I've only written 10 Hubs but this will be an incentive to write more given the time & finding topics to write about. I've read of Hubbers waiting for ages to get adsense...
