        Yup CPM is decreasing because more users are using this program . The more the accumulated total page view will be the less the CPM will. Suppose Hubpages total accumulated view decreased but your page views was comparatively higher than your CPM should increase but if the total page view is way higher CPM will decrease. Moreover for CPM advertisement they prefer traffic from countries like USA, Canada & UK.  If get traffic from those country you should have decent CPM.

        I have noticed that if i am trying to post new hub to increase my hub views i am getting very low CPM rate. But when i am not doing anything and most of my views are organic the CPM rate increases.

          Do you mean to say that the more the pageviews you get the less you will earn? I dont think so.

          And I dont think its fair.

          I would say, having been in the Hubads program from the first wave, that the number of users using the program is NOT a factor. If anything, my CPM increased each time new users were added.
          Most of the traffic comes from the countries you mention, and they mostly hit the same hubs, so I really don't know why CPM should drop off so sharply.
          80% odd of my traffic is organic and still the CPM is slipping. At this rate it will soon be into negative figures.

    Izzy, I also got in the HP ad program on the first wave.

    What I would really like to see is the 9 beta testers experience with the ads. Well, at least their earnings graph.

    I bet its a downward one.

    Anyway its too early to conclude.

      If everyone's CPM is downwards this month, it could just indicate a seasonal slump in what advertizers are willing to pay. My adsense is dreadful this month too, and this time last year I wasn't making anything anyway so have nothing to compare it to.

        It's summer on the north hemisphere. That includes the States, which is a big market. People spend less time online, and generally speaking each year there's a slump on advertising revenue around this dates.

        Also, advertisers are often saving money now to hit the "back to work", autumm holidays and the run up to Christmas.
