I notice a lot of hubs have photographs (with stated sources) from other sites - do you need to get expressed permission by the site owners or is simply stating the source enough?

You may have to ask for permission in some cases, but if you've gotten the photo from a source like Wikimedia Commons or Flickr, you can import photos in to your hub and use them, but you have to provide attribution. This includes the person's name, the licence, and the URL where the original photo can be found.
More info can be found in the HubPages Learning Center. Where your username is in the top-right corner of your screen, there's a drop-down box if you hover over it which has a link.
I wrote a Hub about how to legally use photos from Flickr, which you'll find helpful.
The basic rule is that all photos on any website are copyright (which means you can't use them legally), unless there's something on the website to say it's not.
To find photos you can use legally, you're looking for websites that say their photos are "Creative Commons Licensed" or "Public Domain". Since HubPages is classified as commercial, you can only use Creative Commons photos if they're licensed for commercial use (some are only licensed for personal use).
Even with "legal" photos, you're usually required to credit the photographer.
If you find a photo on a website and can't find any licenses, you could still email the website owner and ask for permission to use it.
You need to check the license of Flickr photos (and photos from other websites) very carefully. Many of the photos at Flickr can’t be legally used in a hub. Just stating the source where a photo is found isn’t sufficient to prevent a copyright violation.

Hello all, this might seem a stupid one but I still haven't figured it out yet. What is the score with applying photos to your hub, I mean can you just scroll the web and copy any photo you like?? I'm confused.... I understand the video aspect and that's cool embedded Url?? well...

I see Hubs where beautiful photos are used and are from Pinterest. The photos are usually credited as being from Pins. Are we allowed to use those photos??
