It has been suggested by many others that a temporary hold be placed on hubs published by new hubbers until a quality assessment (by a real person) can be performed on the first 10 hubs. In that time, it is easily determined if a person has the spelling, grammar usage and comprehension of the English language to become a writer on a high caliber site like HubPages. Otherwise, we keep fighting the same battles of poor quality.
Peg, I haven't been following all the discussions, but that "temporary hold" suggestion appears to be the "Boot Camp" process that's already built into Hubpages. It was added back in April.
It's performed on the first five hubs instead of the first ten, but otherwise seems to be exactly what's been suggested.
I haven't been using this site long enough to really comment on what I would get rid of, but I know one thing I'd like to see! How 'bout a real Home Page? If I was designing this site, I'd have a Home Page with some kind of logo or design depicting what Hub Pages is about, with a clear and concise explanation or description of HubPages and its purpose and/or mission (you know... kind of a "mission statement"). It would include a drop-down menu or tabs that would take you to places like The Learning Center, the Forums, Q & A, a section for the Hubs, your Account page and profile, etc. I know there is a menu, of sorts, but I think the Learning Center, for example, is a really important place to get to, and unless you're searching through the Help Section where you can only find it mentioned within a paragraph, it may take awhile to find it. The site doesn't really have a place that's dedicated to telling you about HubPages itself. In short, it needs some kind of an introduction. You have to spend a lot of time browsing the site just to figure out where everything is. It's kind of hard to get around in. It could use an improved and simplified format. Just my opinion, of course...

## Unpublish all hubs that don't pass QAP - leaving them UNINDEXED is a nice idea, BUT Google takes months to remove them from the index and so they remain as effective reputation killers, despite the NOINDEX tag
## Unpublish all unfeatured HUBS after 15 days - tough but needed as Google takes too long to deindex pages with the NOINDEX Tag - OR apply a quota of 15 only unfeatured hubs per domain
Provide detailed QAP scores for the 3 criteria - GET REAL tell it like it is. Help people to provide what HP wants by providing feedback on what works and what does not - Remove the blindfold. High jumping is hard enough, but being blindfolded makes it impossible.
FYI - the new system has already made a huge impact on overall site quality. I am very much in favor of it, and it's good to see HP creating ways to increase rankings on the site.
@ Marcy - the problem is that Google is not seeing the quality improvements on HP because it is not de-indexing the unfeatured pages fast enough. To quote Paul E

When it was first introduced I was annoyed by it but made an effort to tweak my hubs to get them out of Idle status.
