Can include a video that is owned by some other people on our hub? is there any legal problems to do that?

Utube provides a "share" button for that purpose, and HP provides a capsule to use the line that Utube gives you.  Yes, it is quite legal.

So you are telling me that no matter who owns a video, we can add it to our hubs

Not only can you add it, they will love you for it; more ad revenue for them.

No - not all videos are from Utube.  But those that ARE from Utube can be added as you wish.

How can we find whether a video can be shared or not?

Personally, I look for a "share" button like Utube has.  If it's not there I go elsewhere.

The author of the video can allow the video to be shared and also resend the right to the video whenever he chooses.  You should only use videos that are relevant to the topic of your hub or risk the chance to be moderated.

So should I contact the owner of the video personally to ask whether I can share his video or not??

Not necessary but you may want to add a comment on the youtube video stating where you are sharing it.  That's not necessary either but it could draw traffic from youtube.

People have the ability to share their videos or not on YouTube, so if the original uploader has sharing turned on, yes, you can share it.

Keep in mind that not all videos, even when they can be embedded in your Hubs, are appropriate for Hubs.

Make sure to keep ad-safety and the Google AdSense and HubPages policies in mind as well (adult material, strictly promotional material, and mature content for example are not allowed).

    Yes, Vimeo, too.

Just be careful that you do not use a video that has copyrighted content on it that someone high-jacked from wherever. Unauthorized use of copyrighted music videos for example, will be taken down by YouTube. Then, it will no longer be available.

To answer this question, I personally believe you could share any video from youtube on your hubs, however, I think it will make more sense for the audience to have a video that is fully related to your hub..

If you use unrelated video to your hub, this will drive away your audience

Some people that have videos on you tube retain all rights and don't want them to be shared.  Just like images, because videos are there doesn't mean we can use them..
