My Hub was flagged for excessive promotion of another site.
At this time it contains two links. One goes to a free report from the author of a product which is the focus of the hub. Since there is no facility to host the report here, the download must be via another site. Or I could deprive interested Hubbers of an opportunity for more information.
The second link leads to a video hosted by the author of the product. Again, it's not my video and I have no rights to present it.
I am attempting to provide good information concerning this product which I believe to be a useful investment for most internet marketers.
These links lead to a site which is not owned by me, so I gain nothing from the backlinks except educating potential customers.
My last HubPage ranked on the first page of Google for several days and held the #1 spot for 3 days during the launch of Google Payload. I thought that was good for HubPages too! It was also flagged.
Tons of links are coming from social networking sites to HubPages.
Please explain "substantial improvement" and I will attempt to better my hub to meet your standards.

BTW: I took a look at some of the other Project Quick Cash hubs...lots of links away from HubPages. I'm not trying to be difficult, I just can't discern the difference between those hubs and mine.

Unfortunately, we can't see your Hub to comment. I suppose the question is, how much other material was there on your Hub?
If you wrote a full article explaining the products and the links were within that article, then I'm mystified. If, on the other hand, you just posted a couple of links and a paragraph, then I can see why it's been flagged.
Hubpages is intended as a place to write interesting and informative articles. It's true there are Hubs which do no more than provide a couple of links to other places, but that doesn't mean they're acceptable, just that people haven't noticed them yet!

I know that he was rushed and wanted to get the information about the report and video "out there" first.
Consequently, just as you pointed out, he wrote a couple of paragraphs and had the two links.
Today he posted a nice review with NO links and resubmitted.
Hopefully that will do the trick!

Hi Fisher, welcome! I can't see the Hub yet, but will keep an eye out.
I recommend you check out some of Darkside's excellent Hubs on how to use HubPages, I found them really helpful when I was starting out. Also take a look at Lissie's India Hub (sorry, can't remember what it's called). It's an example of a "Flagship" Hub and demonstrates that lots of links and videos are absolutely fine, provided there's lots of good content as well.
