What should be done to minimize people open firing guns in public places ?
Allow concealed carry laws in all States. States with concealed carry laws have lower violent crimes. Criminals are generally cowards and do not want to come up against an armed potential victim. Washington DC has very strict gun laws that limit law abiding citizens from owning gun...and they have one of the highest violent crime rates in the country. Armed citizens deter criminals from attacking.
Nothing. It was just bad luck for some and life isn't meant to be fair. I do think studies should be done on the societal pressures that led this sane young man to do this. We should also ask him to try and figure out why he did it.
