    Bathroom break?  Upset stomach?  Had something in his shoe?  Important phone call to make?  Review information on one of the EO's?  Could be any of a thousand reasons.

    Or, as LtL mentions, we can insinuate that he forgot (he IS a moron with an IQ of 55, after all!), or that a hidden speaker in the pile of papers was asking the wrong questions.  Aren't you really scraping the bottom of the barrel in finding things to complain about?
