Well, there's two reasons:

Dogs tend to be pretty vocal dreamers, unlike cats.
people can twitch in their sleep as well... the reason is that when you fall asleep, your nervous system is relaxing...the muscles relaxing tend to spasm and cause twitches. This is usually only in the first stage of sleep however.
