No...it will mean he won't run off after females in heat (as long as he's neutered early enough that he knows he can't do anything about it), but proper training, care, and supervision is what makes him stay home.
Our experience has been that if your dog is neutered early, it will have less behavioral problems. But if a dog is neutered later in life they sometimes do not even realize they are neutered and will still chase females. If you want your dog to stay at home, clear boundaries should be enforced at the puppy stage and this will save you a lot of headaches later on.
The only thing that will relaibly make a dog stay home is a fence.
