The Adobe website is the first place to look for answers. The Photoshop Help/Getting Started page has plenty of videos to get a person on their way.

The help videos explain how to straighten a crooked image, correcting perspective, enhancing raw images, how to select areas of an image, adjustment layers, adjusting the tone and color, sharpness and blur, distortion and noise, painting tools, drawing shapes, managing layers, presets and plug-ins, images that need retouching or repairing, transforming objects and the intro to camera raw.
