    I don't know what you mean by rig up a new starter, if you mean make one then no, if you mean install one then yes it is quite easy, its a couple bolts and a couple wires. You can buy a new starter through autozone or your local automotive store and keep your old one because you get money for giving them your old unit.

    I don't know?  What size is your garage in respect to your car and how much other stuff is in the way?  How cold is it outside and what kind of jack are you using?  These things are kind of important in making such a determination.

    Also Earl please remember if you know nothing about starters don't touch it, bring it to a mechanic. BUT if its just to experiment on your own have fun. When I was younger I used to take my old brakes home and try (the key word) is try to rebuild them as well as solenoids and starters it can be fun and quite educational.
