How do I stop illegal incoming spoofed calls?

Over the last 24 hours I have had over 70 incoming spam calls. A lot of these calls are spoofed calls, where when I call the number back I am getting regular people who have not called me. Some of the numbers are random numbers that do go back to a recording that does not actually let you peak to anyone. I have asked them to stop calling over half of these calls and they hang up on me and call back in less than 5 minutes. HELP! The phone won't stop ringing.

Well, you're correct.....phone harassment is "Illegal" in all States.  You do not mention having any idea WHY this may be happening all of a sudden?
Have you checked with friends & neighbors to ask if they too, are being inundated with what you call, "spoof calls?"
If you have caller I.D. feature:  Save the "log" with numbers &/or names, date, time & duration of calls.  If you do not have this feature, keep a pad and pen near your phone to manually document this info, each & every time it occurs.
First things, first.  GO TO your Police Dept. and file a formal complaint.
Your next communication should be with the phone Co.  Inform them of the situation and that you have filed with local police.  98% of all Phone Companies take these matters seriously and should be willing to help you with a solution.  (If & when the guilty parties are exposed, you need to be 100% willing to press charges.)......In other words, you need to hope it's not a friend or family member.....because they will face legal action, regardless.
Take action asap.  Good Luck.  Please let us know how this ends up for you.....Peace, Paula

I think here it's 15 calls in a row and it's considered harassment.  The police can do something about it.

I have our phones on the do not call list with the government.  But every so often, I will still get a spoof call.  One time it was an attorney's office claiming to have an ongoing case with me.  I worked in a legal office for many years, so I knew it wasn't true because the docket number didn't make sense.

Then there was a call several weeks ago claiming an uncle used my number on a credit card application which he hasn't paid on, so they were supposedly coming after me.

One time the hospital supposedly called to tell me I was in collections, but when I called back, it was a recorded line.  I confirmed with the actual hospital that it was not true.

Today even, I received a phone call looking for a very common name, and I know 3 people with that name.  I told the caller that I am on the do not call list and this is my private line.  She hung up in a hurry!
