Safe is nothing, but Paypal has made his securities more fit and tight for users and merchants, so the chances of frauds and scams are very low.
Nothing is 100 % safe in this world. But the risks can low or high
We are assuming PayPal is 100% safe, however if we do not know how to keep our account secured than anything can worse happen. Safety is not the issue with PayPal only.
They are about as safe as any online payment processor.
Something to keep in mind though is that they are NOT a bank and so are not regulated as one. Buyers don't usually have problems but merchants have had problems with their account and their funds suddenly frozen.
Safety and security begins with us. Paypal has made their site tight and secure but we can never be 100% sure as people are always trying to break into their system.
I've been with PayPal nearly for 5 years and everything's OK as of the moment (fingers crossed).
I personslly have never had any security issues, and I do use it quite often...
Having said that, I don't think anything is 100% secure 100% of the time... the good guys develop a safety feature... the bad guys develop a way around it... is's a vicious circle....
Currently PayPal is one of the biggest and secure ways to send and receive money online. I totally think they are safe. Whenever you do use PayPal just make sure you log out after each session and that will ensure a safe session with PayPal.
