I used Pagemill more than 10 years ago then rapidly realized it's easier to just learn HTML or CSS and write your own pages.
HTML is very easy to learn. CSS takes longer.
If you want fancy then Dreamweaver is very high up there but it has a steep learning curve. I believe it may come with templates for the less experienced.
In the past I have used online templates, iWeb, and WordPress. I think WordPress is the best. Experts say that Drupal and Joomla are good too. But I think if you need the most flexibility, it is best to learn HTML and build your own pages.

I have been using CMS Made Simple which isn't too bad, but it is a bit cumbersome and my clients have complained about the image uploading component.Does anyone know of a really basic CMS or do you have to write your own?
