    I used Pagemill more than 10 years ago then rapidly realized it's easier to just learn HTML or CSS and write your own pages.

    HTML is very easy to learn.  CSS takes longer.

    If you want fancy then Dreamweaver is very high up there but it has a steep learning curve.  I believe it may come with templates for the less experienced.

    In the past I have used online templates, iWeb, and WordPress. I think WordPress is the best. Experts say that Drupal and Joomla are good too. But I think if you need the most flexibility, it is best to learn HTML and build your own pages.

    If you want to create a cms based website, then I will suggest for joomla and for creating a blog, wordpress is the best option.

    I have personally been using Wordpress and I felt that it is one of the best CMS software. It has an extensive community and we can create and manage a website or blog very easily. It helps you to do it yourself. I find it easy to update, delete and add content with no trouble. While surfing the net I came across toward an online tutorial.     If you want to create a cms based website, then I will suggest for Joomla and for creating a blog, Wordpress is the best option. Wordpress has lots of option available like templates, plugin, etc.
