Quickest, easiest, and most full-featured way to get a live domain registered and under construction
For all my websites domains and hosting I use DreamHost (www.dreamhost.com), they have excellent customer service, normally any question you ask they come back to you within an hour which is important. I pay around $10 a month for hosting (unlimited domains), and a .com domain costs usually under $10 / per year registration. Once you register a new domain and add full hosting to it it will be live within an hour, I have personally found it takes much shorter than that. For all my websites I use Wordpress platform. DreamHost offer a free 'one click install' for Wordpress once your domain is registered and hosted. This way you can have your website up live within minutes after successful Wordpress installation. If you need more info contact me.
There is lots of solutions for registering a domain and getting something up on a page. The simplest in my mind would be to register with a hosting provider like Dreamhost and use an auto install of wordpress and make an under construction blog post as the first post.
this cost money, yes? and does this enable me the same capabilities as a regular website or is it just a blog? I'm looking to produce a full-featured website.

I got that far: Domain name, web host; paid for both. Get on my cPanel and I'm lost. I'm not even sure if my domain name is connected to the host. I did put the domain name in when I bought the webhost package, but I know there's more to it on both ends: Registrar and host.If needed, I'm using...
