How do you know its penalized?
To get the penalty removed, you first need to know the reason for penalty.
One indication is that search engines stop indexing the site and the already indexed pages slowly get de-indexed. The site won't show up in top 100 or so results.
I once got a website of mine penalized and successfully got the penalty removed.
you can't removes ! unless you have good reason why Google remove their penalty! my suggestion is buy new hosting ! and redirect to your subdomain to minimize negative effects from bad neighborhood I.e penalty site!
What was the penalty for?
