Writing interesting Hub Articles will get people to read your Hubs and leave comments. With that said, leaving comments on other people's Hubs will create followers. That's the best way to get started. Get involved in the community and learn from other Hubbers.

Welcome to HubPages polo535. I think just exploring the site and reading hubs will give you a feel for how things are done. Looks like you have already done that, since you found this section.
Next, just get some practice writing hubs about topics that are interesting to you. Try to make sure to focus on quality writing - make it interesting and informative. Proofread it for spelling and grammar, and good hub layout. Adding a photo helps make it interesting. I think I learned the most by just doing, and reading lots of how to advice on hubbing from other Hubbers. I've written a few of them as well.
Eventually you will develop your style. The more you write, the more you will learn.

I would recommend that you spend quite a bit of time in the learning center. It really helped me when I started out.
Reading other hubbers hubs. You can see how some of the hubs that are considered to be the best, by clicking on the word "Hubs" on the upper left of the screen. This will help you see how it is done.
And last of all write. That's the fun part!
As a newbie, I spend time in the learning center everyday for quite some time. I really do think that helps.

When is a new hubber no longer considered new. Is it determined by the length of membership? Number of hubs?

While I understand that hubbers might occasionally want to share some of their own hubs with their followers, it can be frustrating to see multiple 'old' hubs shared by their owner when looking at the 'feed'. I'd like to suggest that HubPages limits the ability to do this to a certain number...
